§ THE LORD BISHOP OF LONDON rose to move to resolve, That in accordance with the Church of England Assembly (Powers) Act, 1919, this House do direct that the Benefices (Stabilisation of Incomes) Measure, 1951, be presented to His Majesty for the Royal Assent. The right reverend Prelate said: My Lords, this third Measure deals with the method by which clergy receive their stipends. For the most part stipends are paid out of the General Fund of the Church Commissioners, and to that extent they are stable. Unfortunately, however, there are a large number of special funds attached 615 to benefices, and clergy who are paid from these funds do not receive a fixed and stable amount. As the investments fluctuate and vary, so inevitably the parsons' stipends fluctuate and vary. It is desired to make these men a steady payment. This Measure seeks to take these special funds and merge them into the Church Commissioners' General Fund, so that the clergy may receive their customary emoluments from that Fund. That will enable the whole of the parsons' stipends to be stabilised. I beg to move.
