§ THE PARLIAMENTARY SECRETARY, MINISTRY OF WORKS (LORD MORRISON)My Lords, these Orders are similar to those just introduced by my noble friend Lord Shepherd, but they apply to Scotland. The purpose of the change is to ensure that a burgh which was recently extended shall be wholly in one constituency, as it was before extension. The first Order provides for the transfer to the constituency of East Dumbartonshire of the area in West Dumbartonshire which has been added to the Burgh of Clydebank. No. 2 Order provides for the transfer to West Renfrewshire of the area in East Renfrewshire which has been added to the Burgh of Johnstone. No. 3 Order provides for the transfer to the constituency of Kirkcaldy Burghs of the area in the constituency of West Fife which was recently added to the Burgh of Kirkcaldy. The transfers make no substantial change in the electorates of the constituencies. They will come into effect only at a General Election held after the coming into force of the Orders. They will not be operative at any by-election held 981 before the next General Election. I beg to move that these Orders be approved.
