My Lords, on behalf of my noble friend the Leader of the House, I beg to move the Motion standing in his name on the Order Paper.

Moved, That Standing Order No. XXXIX be considered in order to its being dispensed with for the purpose of passing the Bills appointed for consideration this day through their remaining stages.—(Lord Shepherd.)

My Lords, I feel inclined to protest at the way in which, by means of this Motion, the Rivers (Prevention of Pollution) (Scotland) (No. 2) Bill is being hurried through. We had the Committee stage only the day before yesterday; we have the Report stage to-day, and there are a great many Amendments. I very much doubt whether the Bill will be in the shape in which we should like to see it. We shall not have time to consider any further Amendments at all.
