My Lords, upon the Second Reading of this Bill, the noble Lord, Lord Teynham, raised some doubt about the assurances given to the industry, both employers and employees, that proper consultation would be given before the regulations which the Minister has power to make under the Bill were actually made. I should like to repeat the assurance definitely and in terms about which there can be no equivocation. There will be full consultation with both employers and employees before these regulations are made, and similar consultations will take place before a decision is taken on the extent to which an existing fishing boat coming in for structural alterations or repairs must comply with the standards laid down in the new regulations. I think that assurance will be acceptable to the noble Lord opposite. We intend fully to carry it out. With that assurance, I hone your Lordships will give this Bill a Third Reading. I beg to move.
