Order of the Day for the Third Reading read.

LORD LUCAS OF CHILWORTH

My Lords, on its Second Reading this Bill was received with unanimity in your Lordships' House. If I may be allowed to say so with respect, I thought that the speeches which were made on that occasion upheld the best traditions of your Lordships' House. I am very grateful to noble Lords for what they said, and my right honourable friend the President of the Board of Trade wishes to be associated with that remark. On the Committee stage, no noble Lord thought it necessary to move. an Amendment. It only remains for me in moving the Third Reading to thank noble Lords on all sides of the House for the part which they played in a most instructive and interesting debate. I beg to move that the Bill be now read a Third time.

LORD CLYDESMUIR

My Lords, it is true that on the Second Reading of the Bill some warnings were given about the use of the powers which this Bill will confer, but there was a general appreciation that they were necessary. If the Government are always so successful in finding non-controversial measures in the present curious position of Parliament, they will be fortunate indeed. I would commend the Bill.
