THE EARL OF MANSFIELD

asked His Majesty's Government whether they are aware of the deep concern felt in Scotland at their professed inability to give even the slightest indication of the annual amounts contributed to, and received from, the Imperial Exchequer by Scotland; and if they are prepared to take the necessary steps to have these figures made available in the future, even if only to an approximate degree of accuracy and completeness.

His Majesty's Government have had representations from time to time on this matter. These representations have been carefully considered, but His Majesty's Government have nothing new to add to the answer given on October 18, in reply to the noble Earl's Question on the same subject. The reasons for this answer are elaborated in paragraphs 12 to 15 of the White Paper which was presented to Parliament by the Secretary of State for Scotland in 1948 (Cmd. 7308), a copy of which I am sending to the noble Earl.
