My Lords, I beg to move that the Commons Amendments be now considered.

My Lords, perhaps I may save a little time if I say at this stage that I have had the advantage of going through these Amendments. In view of my previous interest in the Bill I am in the position to tell the House (if they care to know it) that, in my opinion, these Amendments are all perfectly justified. They further improve the Bill which had already been much improved by your Lordships' House in the first instance. Speaking for myself I would accept them en bloc.

My Lords, in thanking the noble and learned Viscount for what he has said, may I say that I do not know whether he had a twinge of conscience, because 75 per cent. of the Amendments are the result of the very good lead which he gave the Parliamentary draftsman. Your Lordships no doubt remember that the noble and learned Viscount wanted some of the words altered with regard to the expression "subject matter." The Parliamentary draftsman took it so much to heart that he entirely deleted "subject matter" from the Bill. There are, however, one or two Amendments which I think need a word of explanation, and if it meets with your Lordships' convenience I will move these Amendments clause by clause.
