§ LORD MORRISONMy Lords, it is considered that it would be more satisfactory to put local authorities under a duty to visit the children in voluntary homes in their areas. It has been intended all along that they should do this and assume a measure of responsibility for the welfare of the children in these homes. I beg to move.
