THE LORD CHANCELLOR

My Lords, Clause 19 (3) empowers the Secretary of State to make regulations as to the conduct of hostels. The Amendment which was moved in Committee in another place proposed that this power should be replaced by a power to local authorities to make regulations, which regulations were to be made with the approval of the Secretary of State. These Amendments remove the power of the Secretary of State to make regulations off his own bat, giving him power in return to approve regulations by the local authority. I beg to move the two Amendments to this clause.
