My Lords, on behalf of my noble friend Lord Hall, I beg to move the Second Reading of this Bill. It is purely a Consolidation Bill, and I do not think it needs any further explanation.

LORD BALFOUR OF INCHRYE

My Lords, we welcome this Bill, which, as the noble Lord has said, is a Consolidation Bill. It is introduced in accordance with a promise given last year, but I have one suggestion to make. This is a very complicated Bill. Would the Government consider issuing some sort of booklet upon it, in the same way as they did in the case of the National Insurance Bill, so that those affected may know what is their exact relationship to the new consolidated law?
