THE LORD PRIVY SEAL (VISCOUNT ADDISON)

My Lords, I beg to move the Motion which stands in my name on the Order Paper. May I add two observations? Owing to very urgent matters to which I myself have to attend later on, I ask your Lordships' clemency to allow me to move the Third Reading of the Judges Pensions (India and Burma) Bill immediately upon the commencement of Government business. I have been in communication with the noble and learned Viscount, Lord Simon, who has taken a great interest in this matter, and he is agreeable to this course. The second point is with regard to the Business for next Wednesday, December 15. The noble Marquess, Lord Salisbury, has just given me notice that in place of the Motion on foreign affairs which is now on the Paper for that day, he has substituted a Motion dealing with the situation arising from the change of relationship between the United Kingdom and Eire. So far as we are concerned, that is acceptable to us.

Moved, That Standing Orders Nos. XXI and XXXIX be considered in order to their being suspended until the House adjourn for the Recess at Christmas, and that, until that date, Government Business have, except with the consent of the Government, precedence over other Notices and Orders of the Day.—(Viscount Addison.)

My Lords, we on this side of the House have no objection to the Motion which the noble Viscount the Leader of the House has moved, nor to his suggestion that we should take the Judges Pensions (India and Burma) Bill as first Business after this Motion has been discharged.
