Clause 23, page 15, line 38, at end insert— ("(4) Subject to the provisions of any Order in Council made under the provisions hereinafter contained, this part of this Act shall not affect proceedings initiated in any court other than the High Court or a County Court.")

THE LORD CHANCELLOR

My Lords, it was felt that this new subsection was necessary for the purpose of removing doubts. It was always intended that Part II of the Bill should only apply to proceedings by and against the Crown in the High Court and the County Court, and probably, without this subsection, this is the true construction of the Bill. But as doubts have been raised as to whether this was really so, it was thought wiser to take steps to remove those doubts. Accordingly, I beg to move.
