My Lords, I beg leave to ask the question standing in my name on the Order Paper.

[The question was as follows:

To ask His Majesty's Government whether they adhere to the declaration formally made in the House of Lords on December 13, 1944, that the Permanent Secretary of the Treasury, acting in his capacity as Head of the Civil Service, would not be the head of the Foreign Service, which would be entirely separated from the Home Civil Service and a self-contained and distinet Service of the Crown.]
