Order of the Day for the Second Reading read.

THE CHAIRMAN OF COMMITTEES (THE EARL OF DROGHEDA)

My Lords, before I move the Second Reading of this Bill I think I should tell your Lordships that it is one which has been certified by the Chairmen of the two Houses, under the Private Bill Standing Orders, as a Personal Bill. In accordance with those Standing Orders the draft Bill was referred to the Personal Bills Committee before it was presented and given a First Reading. The Committee have made a Report, which is available to your Lordships, and the Bill is now in the form approved by the Personal Bills Committee. I do not think I need say more than that the main purpose of the Bill is to remove an unbarrable entail which was imposed on the Abergavenny estates by Act of Parliament in 1555.

The Standing Orders of the House with regard to Personal Bills lay down that the consents of persons principally concerned are required. Proof that these consents have been obtained will be given on the Committee stage of the Bill. I beg to move.
