My Lords, I scarcely think that your Lordships will either wish or expect that I should detain you with this Bill, the purpose of which is simply the continuation of certain measures either in whole or in part whose titles are contained in the Schedule, and which would otherwise expire at the end of the present year, or, in one case, at the end of March next. While, naturally, I shall be happy to answer any questions your Lordships may wish to put to me, I believe the continuance of these measures is wholly non-controversial. I move formally that this Bill be read a second time.
