Order of the Day for the consideration of the Second Report from the Select Committee read.

The Committee reported as follows:

1. Report from the Refreshment Sub-committee. The Earl of Lucan (Chairman of the Sub-Committee) moved the adoption of the Report of the Refreshment Sub-Committee, which was agreed to.

2. Application of coal porters for rise in salary. An application from the coal porters for a rise in salary was laid before the Committee. The Clerk of the Parliaments reported that he was in communication with the Treasury on the question of the porters being taken on to the establishment. The Committee expressed approval of the proposal. The framing of a scheme for establishment and the remuneration of the coal porters was referred to the Lord Chairman, the Clerk of the Parliaments and the Yeoman Usher of the Black Rod.

My Lords, in moving that the Report be agreed to, there is one item to which I should like to draw your Lordships' attention. The Report of the Refreshment Sub-Committee recommends that Peers should be asked to limit the number of their guests to two on days on which the House sits for legislative business. That has been thought advisable in view of the congestion in the dining room. The long table in the Peers' tea room will be prepared for luncheon for any Peers not entertaining guests, in addition to the tables already in use.
