THE LORD BISHOP OF WINCHESTER

My Lords, in the absence of the right reverend Prelate the Bishop of London, I beg to move the Resolution which stands in his name. It deals with a very simple matter relating to the machinery of the Ecclesiastical Commissioners. In ordinary times, whenever the Commissioners vote a grant, this has to be secured by a formal sealed instrument published in the London Gazette. This is suitable machinery for making grants of which the instrument is both a permanent record and a document of title. During the war the number of grants made has increased very largely, and the great majority of those grants are of a temporary nature. This Measure would enable such temporary grants to be made by a resolution of the board. This would save time, expense, and the waste of a vast amount of paper. This Resolution has already been passed by another place, and I hope this House will now pass it. I beg to move.

Moved to resolve, That in accordance with the Church of England Assembly (Powers) Act, 1919, this House do direct that the Ecclesiastical Commission (Powers) Measure, 1942, be presented to His Majesty for the Royal Assent.—(The Lord Bishop of Winchester.)
