THE LORD BISHOP OF WINCHESTERMy Lords, in the absence of the right reverend Prelate the Bishop of London, I beg to move the Resolution which stands in his name. It deals with a very simple matter relating to the machinery of the Ecclesiastical Commissioners. In ordinary times, whenever the Commissioners vote a grant, this has to be secured by a formal sealed instrument published in the London Gazette. This is suitable machinery for making grants of which the instrument is both a permanent record and a document of title. During the war the number of grants made has increased very largely, and the 664 great majority of those grants are of a temporary nature. This Measure would enable such temporary grants to be made by a resolution of the board. This would save time, expense, and the waste of a vast amount of paper. This Resolution has already been passed by another place, and I hope this House will now pass it. I beg to move.
