My Lords, I beg to move that this Bill be now read a second time. It will not be necessary to inflict another speech on your Lordships on this Bill. I would simply say that it is similar to the Teachers (War Service Superannuation) Bill which your Lordships have just passed, but it is adapted to conform to the special needs of Scotland. I explained to your Lordships on the last Bill why it had not been necessary in another place to have a Financial Resolution for this one.
