My Lords, the Bill as now drafted requires a local authority before making by-laws to publish their intention by advertisement in the London Gazette as well as in two or more newspapers. With the requirement as to advertisement in the London Gazette it would seem that sufficient publicity would be obtained by advertisement in one instead of two newspapers. I beg to move that these two Amendments be agreed to.
