My Lords, of the Amendments to Clause 2 the first is purely drafting, and the next is nearly drafting. I think the subsequent Amendments on the clause might be taken together. The Amendments on page 3, lines 2 and 11, lead up to the Amendment on line 15. Under the Bill the local authorities can only obtain full control by adopting by-laws. They can obtain partial control by attaching conditions to the consent which they give, and this Amendment enables them to obtain full control by the latter method where there are only one or two industries which it is desired to control. That is a saving of expense. I beg to move that we agree with the Commons Amendments.
