THE LORD PRIVY SEAL (VISCOUNT HALIFAX)

My Lords, the Motion that stands in my name on the Paper is, your Lordships will recollect, one that arises out of a matter that was brought before your Lordships' House last week by my noble friend behind me, and this Motion is the Motion that I then foreshadowed might be an appropriate way of dealing with the matter which he then raised. I would therefore venture to move the Motion which stands in my name and to hope that it will commend itself to your Lordships.

Moved to resolve, That when Papers are sent in under the provisions of a Statute which requires that they shall lie on the Table for a certain period, the period of time for which such Papers shall lie on the Table shall date from the presentation of Papers in the form in which they are finally available for publication to members of the House.—(Viscount Halifax.)
