My Lords, I do not think I need detain your Lordships very long in moving the Second Reading of this Bill. The purpose of the Bill is to continue for another ten years the special powers which have been in force in Hull since 1907, to deal with the keeping of obscene or indecent prints or pictures. As your Lordships are aware, the Port of Hull has a large trade with the Continent, and the evil of pornographic prints and pictures was apparently very great until these powers were given to the City in 1907. Since then, however, I am sure owing to those powers, the trade has practically ceased, and I therefore feel no doubt that your Lordships will be anxious to give this Bill a Second Reading. I beg to move.
