My Lords, I beg to move that the Draft Order, as reported from the Special Orders Committee on Tuesday last, be approved. Your Lordships will remember that Section 55 of the Unemployment Insurance Act, 1935, gives powers to impose special conditions on seasonal workers claiming unemployment benefit. The effect of this Draft Order is to enable agricultural benefit (but not other benefit) to be drawn whether or not the special conditions imposed by the Seasonal Workers Order are fulfilled by the claimant. Quite recently a Draft Order excluding agricultural benefit from the operation of the Seasonal Workers Order was submitted to your Lordships, and consideration was adjourned for the insertion of the date of operation of the Order. This date has now been inserted.
