Clause 15, page 13, line 40, at end insert: ("(3) Notwithstanding anything in the foregoing provisions of this section a Secretary of State may make rules under Section fifteen of the principal Act for enabling all or any of the functions of a chief officer of police to be discharged by deputy in the event of the illness or absence, or a vacancy in the office, of the chief officer of police.")

My Lords, difficulties arise at present owing to the fact that decisions for applications for firearm certificates should be the personal decision of the Chief Constable, and delay occurs when he is absent either owing to illness or on leave. This Amendment proposes to meet this difficulty by empowering the Secretary of State to make rules under Section 15 of the principal Act for enabling the functions of a chief officer of police to be discharged by deputy in the event of illness or absence or a vacancy in the office of the chief officer of police. I beg to move that this Amendment be agreed to.
