THE EARL OF ONSLOWMy Lords, at this late hour of the evening I will not inflict on your Lordships any long explanation of the Motion that stands in my name. The short history of this is that in 1931 a Private Bill was brought in by the Romford Urban District Council dealing with the question of contributions by frontagers to public sewers. Since then various other Bills have been passed, notably one in regard to Wigan and another in regard to Rugby, and there are several in this Session not yet passed. There has been some doubt as to the best method of dealing with this somewhat complicated question, and, after a considerable amount of discussion with the same Department as my own in another place, we came to the conclusion that the best method would be to refer the question to a Joint Committee of both Houses of Parliament who would go into the whole question and devise the best and fairest means of settling what is a rather complicated and difficult matter. I beg to move.
§ Moved to resolve, That it is expedient that a Joint Committee of both Houses of Parliament be appointed to consider the provisions of Sections 62 and 64 of the Romford Urban District Council Act, 1931, with respect to contributions by frontagers to the expenses of the construction of public sewers, and to make recommendations as to the circumstances in which, and the conditions upon which, similar provisions should be allowed in future Bills.—(The Earl of Onslow.)
