§ THE MARQUESS OF LONDONDERRYMy Lords, as the Bill stands at the present moment the accountant and the mechanician would be appointed by the operator. The functions of the accountant and of the mechanician are to supervise the operation of the totalisator, and it does seem clearly necessary to amend the Bill so as to provide that these officials should be appointed by the licensing authority on whose behalf they will be acting. I beg to move.
