My Lords, the object of this Amendment is to require that before receiving bets through the totalisator in respect of any race the operator of the totalisator shall post up on the track the percentage which he proposes to deduct from the pools. Without some such provision it might be possible for a dishonest operator so to manipulate the percentage deduction in respect of any race as to secure that the dividend in respect of the betting unit always yielded him a revenue from the breakages.
