Clause 4, page 3, line 36, at end, insert: ("( ) If a county council elect under the foregoing provisions of this section to delegate their functions under this Part of this Act to the standing joint committee, it shall be the duty of that committee to discharge those functions so long as the delegation is in force.")

My Lords, the object of this Amendment is to make it quite clear that where a county council decide to delegate their licensing functions to the standing joint committee for the county, the standing joint committee shall be required to discharge these functions. It meets a point raised by Lord Snell, who suggested that an awkward situation might result if a county council desired to delegate its functions and the standing joint committee showed a disinclination to accept the delegation. This Amendment, I think, covers the point which the noble Lord raised. I beg to move that this House doth agree with the Commons in their Amendment.
