My Lords, as Clause 25 stands a search warrant can only be executed by the "constable named in the warrant." In practice this would give rise to difficulties. The officer named in the warrant may not be available and it is quite unnecessary to insert in a warrant a large number of names for the purpose of ensuring that one or more of the officers so named will be available to execute the search. The individual whose premises are to he searched loses nothing by the Amendment, since the requirement that the officer must be named in the warrant offers him no real safeguard. I beg to move.
