Clause 25, page 22, line 72, leave out from ("that,") to ("may,") in line 14, and insert ("any premises are being used for the purpose of the commission of an offence under this Part of this Act in connection with a lottery or proposed lottery.")

My Lords, fears have been expressed that theoretically under the clause as it stands the possessor of a single ticket might be liable to have his house searched for evidence of the sale of tickets by some lottery agent. The Government have felt it desirable to remove any legitimate ground for anxiety, however academic the fear may be. The Amendment accordingly proposes that a search warrant can only be issued in respect of the use of premises for the purpose of the commission of an offence in connection with a lottery. I beg to move.
