Page 9, line 16, at end insert: ( ) In respect of any application for a licence, such fee, not exceeding ten pounds, as the licensing authority may from time to time fix for their licensing area, shall he payable by the applicant before the hearing of the application, hut, if the licence is granted, the fee so paid shall he treated; as a payment on account of the first annual payment to be made in respect of the licence under the next following subsection.

My Lords, it has been represented that a licensing authority will be put to a considerable amount of expense in hearing an application for a grant of a licence, whether or not a licence is eventually granted. It appears reasonable that a fee not exceeding £10 should be payable on the application for a grant of a licence, and the Amendment proposes that where a licence is granted the fee paid upon an application for a licence will rank as part payment of the first annual fee.
