My Lords, the Amendments in Clause 67 and the Amendment in the Fourth Schedule are all consequential on each other. The first Part of the Bill was due to come into operation on a day appointed by Order in Council and the second Part was due to come into operation on July 1 next. In another place it was proposed that each part of the Bill should come into operation on an "appointed day." That was because the Board of Trade felt that as there had been some delay in the passing of the Bill there might not be time to issue load line certificates by July 1. Therefore, it is now proposed that each part of the Bill should come into operation on an appointed day. I beg to move that these Amendments be agreed to.
