My Lords, these three Amendments are purely of a drafting character. The point is that load line certificates can be issued by other authorities than by the Board of Trade. As the Bill now stands only those issued by the Board of Trade come under this clause and these Amendments provide for certificates issued by these other bodies when authorised by the Board of Trade. I beg to move that they be agreed to.
