THE LORD CHANCELLOR moved to insert "The Malta Constitution (Amendment No. 2) Letters Patent, 1932." The noble and learned Viscount said: This Amendment is required, as was foreshadowed in the Second Reading speech, because since the Bill was introduced there have been further Letters Patent passed amending the Malta Constitution, and a further Ordinance has been promulgated by the Governor under the powers conferred upon him. They are just in the same position as all the other Letters Patent.

Second Schedule [Amendments of Malta Constitution Letters Patent Incorporating Provisions of Act]:

THE LORD CHANCELLOR moved to insert at the end of paragraph 2: Provided that, notwithstanding anything in this subsection, a person who, immediately before the commencement of the Malta Constitution Act, 1932, was a special member of the Senate, and had been duly elected such a member by the Trade Union Council as defined by the law then in force, may retain his seat in the Senate as if this subsection had not come into operation.

The noble and learned Viscount said: This is an Amendment which is consequential on the Amendment to Clause 3.

If your Lordships will allow me, there is one small point on the Second Schedule which requires to be dealt with in consequence of the acceptance of Lord Darcy's Amendment, which was a perfectly proper Amendment. Certain words must be omitted in the Second Schedule, page 9, line 13. The words are "unless he is a graduate of the University of Malta nor." I move to omit those words.
