THE EARL OF LUCAN

My Lords, this is a Bill the primary object of which is to enable His Majesty's Government to ratify a new Extradition Treaty which has been concluded with the United States of America. As your Lordships are aware, there are several Extradition Acts of different dates, and various offences come under them. This particular Bill is in order to deal with offences in relation to the importation of dangerous drugs, and it is proposed by the Bill, which is practically a one-clause Bill, that: The Extradition Act, 1870, shall be construed as if offences against any enactment for the time being in force relating to dangerous drugs, and attempts to commit such offences, were included in the list of crimes in the First Schedule to that Act. I do not think the Bill needs any further explanation and I beg to move that it be read a second time.
