My Lords, I beg leave to introduce a Bill to amend the Road Traffic Act. Its object is to entitle persons injured on the road by a motor vehicle—other than motorists themselves—to recover compensation where they have not themselves caused the accident, without proof of negligence or misconduct on the part of the owner or driver of the motor vehicle. I move that it be read a first time.
