THE EARL OF LUCAN

My Lords, the object of this Bill is to confirm two Provisional Orders made by the Secretary of State. In both cases the Order deals with marriages solemnized in a building which, in fact, was not at the time licensed for the performance of marriages. When the matter was brought to the attention of the Secretary of State by the Registrar-General and after consultation with the ecclesiastical authorities, he made two draft Provisional Orders which were advertised in the usual way by being attached to the prin- cipal door of the churches concerned for one month. I do not think there is any further explanation I need give your Lordships, and I beg to move that the Bill be now read a second time.
