Clause 11, page 11, line 32, at end insert as a new subsection: ("(2) The members of the Board of Control shall be styled 'Senior Commissioners.'")

Clause 11, page 11, line 33, leave out ("members of the Board of Control") and insert ("Senior Commissioners").

My Lords, there are several Amendments to this clause, because as it was originally introduced it was intended to leave on foot most of Section 22 of the Mental Deficiency Act, which provided for the appointment of Commissioners by the Crown and described their qualifications. It has now been suggested that the visitation by officers who are Assistant Commissioners might be less effective than the visitation by those who have the rank of Commissioner, and it has therefore been decided to drop the grade of Assistant Commissioner and to provide that the visiting staff shall be Commissioners. For that purpose the section is repealed leaving only the operative words: There shall be constituted a Board of Control, and the Commissioners are now called the Senior Commissioners. This covers the first two Amendments to this clause.
