EARL RUSSELLMy Lords, these lines contained a definition of "local authority" as including the Lancashire Mental Hospitals Board, the West Riding of Yorkshire Mental Hospitals Board and the Staffordshire Mental Hospitals Board, but some doubt is felt as to the construction of the four lines and it is not quite certain that it is wise to leave them in. Therefore it is proposed that they should be omitted. I beg to move that this Amendment be agreed to.
