EARL RUSSELLMy Lords, this repairs an omission in the Bill. As originally drafted, local authorities were enabled to provide and maintain accommodation, but they were given no power to contract with a registered hospital or an approved institution for the reception of those patients, and it is desirable that they should have this power.
