Clause 40, page 37, line 6, leave out ("where") and insert: (".—(1) If in the case of a navigation authority which is not exercising at all, or is not exercising to the necessary extent, the powers vested in it.")

EARL DE LA WARR had given Notice to move that this Amendment be agreed to with the following Amendment—namely, to leave out the first "a" in line 1 of the Amendment and to insert "the." The noble Earl said: My Lords, this is a purely drafting Amendment.
