EARL RUSSELLMy Lords, a great deal of interest was taken in penalties in another place, and a difference was made in the penalty for the offence of taking hold of a vehicle for the purposes of being drawn or carried, and a smaller maximum penalty was attached to it. For that reason, it became necessary to redraft the clause so as to separate the offences and have different maximum penalties. I beg to move that this House doth agree with the Commons in these Amendments.
