My Lords, this is an Amendment with regard to what is to happen if two Commissioners are sitting. It was originally provided that if there was a difference of opinion the matter should be determined by the decision of a third Commissioner without his hearing the case. That was thought undesirable and it has now been altered so that the effect will be if the two Commissioners who are sitting differ, then the matter must be re-heard by three Commissioners. Your Lordships will agree that that is obviously desirable. I move that we agree with this Amendment.
