My Lords, the object of this Bill is to confirm a Provisional Order made by the Secretary of State on April 8. It is due to the fact that a section of the Salford Corporation Act, dealing with penalties for keeping obscene literature and pictures and so on, expired, and the Salford City Council asked for an extension without limit of time. That was refused by the Secretary of State, but since then a similar provision has been granted to Bradford, without a time limit, and the Secretary of State thought it right to accede to the application of the Salford City Council and continue the provision without any limit of time.
