Clause 1 [Complete exemption of agricultural hereditaments from rates in respect of current half-year]:

THE PAYMASTER GENERAL (THE EARL OF ONSLOW) moved to insert, after subsection (4):— (5) Upon application being made to an assessment committee for a certificate under this section, the committee shall certify whether the hereditament in respect of which the application is made was an agricultural hereditament during any part of the current half-year, and if so, during what part thereof. The noble Earl said: This Amendment is really a drafting Amendment. The present subsection is intended to give any person who is dissatisfied with the decision of the assessment committee on an application made to them in pursuance of the preceding subsection the right of appeal to Quarter Sessions. This new subsection makes it clear that the assessment committee must issue a certificate recording their decision. I beg to move.
