LORD MUIR MACKENZIE moved to resolve, That it is desirable that all Consolidation Bills in the present Session be referred to a Joint Committee of both Houses of Parliament. The noble Lord said: My Lords, a Motion to the same effect as that which I have put on the Paper is usually moved early in the Session. It has been my privilege to make such a Motion several times before your Lordships and your Lordships have always thought fit to accede to it. The Motion was not made this year because, indeed, there seemed no prospect of any Consolidation Bill being laid before the House, but I have reason to believe that, although such a Bill was not mentioned by the noble Earl a few minutes ago, a Consolidation Bill of great interest and importance is likely to be introduced in the House in a few days, and, if so, I think the House would agree that it would be desirable that the usual machinery for dealing with Bills of that kind should be set up. I therefore beg to move the Motion that stands on the Paper.
