My Lords, I beg to move, That Standing Order No. 143 be considered in order to its being dispensed with in respect of this Bill, and that the Bill be, now read 3a. The point is this that this, although a late Bill, is an important measure and it is desirable that its progress should be expedited. At the same time, I can assure your Lordships that no hardship is involved on any of the parties concerned if the Motion is agreed to.
