§ THE EARL OF LUCANMy Lords, this Bill, to which I now have to ask your Lordships to give a Second Reading, is a Money Bill, as its name implies, and is therefore certified As a matter of fact it has nothing to do with telegraphs, but is part of a series of Telegraph Acts extending, from 1863 to 1924. The purport of this particular Bill is to enable the Post Office to borrow money, to be expended over the next three years, in developing the telephone services of the country. I do not think I need trouble your Lordships with further details, but if any noble Lord wishes for any information concerning the telephone service I shall be very glad to give it. I beg to move that this Bill be now read a second time.
