Order of the Day for the Second Reading read.

LORD BALFOUR OF BURLEIGH

My Lords, I need not occupy the time of the House in explaining this very simple Bill. It is the exact counterpart of the one that the House willingly passed earlier in the week. Two Acts have been passed, one for regulating matters in Scotland and the other applying to England, but it has been found that an amendment is required, and the object of the two Bills, both of which are before the House, is to amend the respective Acts in the same way. I beg to move.
