Message from the Commons: That the Commons agree to the Amendments made by the Lords to the Railways Bill without amendment and have made a consequential Amendment to the Bill to which they desire the agreement of the Lords.

I can explain in two minutes the effect of the Amendment, which, although verbal and small, is not purely drafting. In Clause 3 of the Bill the Great Western Railway Company is made into a new company, and it is authorised to create new stock and to allocate that stock among the stockholders of the new company, but if the whole is allocated, there is nothing left for the constituent companies, and therefore, consequent upon accepting one of your Lordships' Amendments, the Commons propose to omit the word"the," and so power is given, instead of raising"the " Auturin additional capital, to raise additional capital. I therefore beg to move that this House doth agree with the Commons Amendment.
